Former President Aims to Shift Tax Focus from Americans to International Trade

Former President Donald Trump has revealed plans to establish an “External Revenue Service” (ERS) to collect revenues from foreign sources. Announced on Truth Social, Trump stated this move would mark a significant shift in U.S. taxation policy, focusing on tariffs and foreign income rather than domestic taxation.

“For far too long, we have relied on taxing our Great People through the Internal Revenue Service (IRS). Our weak trade agreements have fueled global economic growth at the expense of our own citizens,” Trump said. “I am creating the EXTERNAL REVENUE SERVICE to ensure we collect tariffs, duties, and other revenues from foreign sources.”

Trump proposed that the ERS would begin operations on January 20th, targeting nations benefiting from trade with the U.S. without contributing fairly. During his campaign, he had suggested abolishing income tax and funding government operations primarily through tariffs.

Currently, tariff collection is handled by U.S. Customs and Border Protection (CBP), but Trump’s plan hints at centralizing this under a new agency. He also reiterated threats of significant tariff hikes on nations like Mexico, Canada, and China, with proposals of import taxes between 10% and 60%.
