The attack, which claimed the lives of 14 people and injured 30 others, was carried out by Shamsud-Din Jabbar, a U.S. Army veteran who had become radicalized by ISIS propaganda.

Jabbar, driving a rented truck, plowed into the crowded area, creating chaos and panic before being killed in a police shootout. Authorities later revealed that Jabbar had displayed an ISIS flag on his vehicle and had been actively planning the attack for weeks.

In a joint statement, DHS and the FBI highlighted the enduring threat posed by vehicle-ramming tactics, which have been employed by extremists in the U.S. and abroad. “Vehicle-ramming attacks are relatively simple to execute and require minimal resources, making them an attractive option for violent extremists,” the agencies stated.
The warning also outlined additional risks, including the use of firearms, knives, or improvised explosive devices (IEDs) to increase the lethality of such attacks. Public spaces such as festivals, commercial hubs, and areas with large pedestrian traffic were identified as potential targets.

Outgoing FBI Director Christopher Wray described the rapid pace at which individuals can be radicalized. “Jabbar was radicalized online in a matter of weeks. He was determined to murder as many people as possible in the name of ISIS. This type of threat is one of the most challenging we face—quickly evolving and difficult to predict,” Wray explained.
